Is taking coupons from newspaper recycling bins illegal?

I live in Monroe county, PA & would love to start getting a bunch of coupon inserts for myself and charities. However, Im kinda nervous that I could get in trouble. I know sometimes theres laws about taking recycables but Im almost sure its for people unloading the already sorted aluminum cans in their cars for $$ and illegal dumping. Do you think anyone would really care? I mean its only a few newspaper coupons. I will NOT go to jail over this,lol can you imagine?
